PwBD NEET UG 2025 Counselling: The Medical Counselling Committee (MCC) has issued a detailed notification addressing the counselling process for candidates under the Persons with Benchmark Disabilities (PwBD) category for NEET UG 2025.
The directive comes in response to the Supreme Court’s intervention in the Om Rathod vs. Union of India case, and in alignment with the Rights of Persons with Disabilities Act, 2016. In light of the evolving legal and policy framework, the National Medical Commission (NMC) has now introduced interim guidelines for assessing and admitting PwBD candidates to MBBS courses for the academic year 2025–26.
What Has Changed in PwBD NEET UG 2025 Counselling?
The NMC, through its expert committee, has reviewed the previously followed Appendix H-1 of the MCI 2019 Guidelines to bring them in line with the Rights of Persons with Disabilities Act and a recent notification from the Ministry of Social Justice and Empowerment dated 12 March 2024.
As a result, PwBD candidates holding a valid UDID card and meeting NEET UG eligibility standards will now be considered for admission in MBBS under the PwBD category. However, admission will depend on a functional ability assessment conducted at designated disability centres.
Key Requirements for PwBD NEET UG 2025 Counselling
All candidates wishing to avail PwBD reservations under the All India Quota (AIQ) must report to one of MCC’s 16 designated disability centres with the following documents:
- NEET UG 2025 Result indicating eligibility for MBBS admission
- Valid UDID Card (Yellow or above) issued by the Department of Empowerment of Persons with Disabilities (excluding visual disabilities)
- Self-certification affidavit in the prescribed format (Appendix-A)
- Disability-specific affidavit as per the relevant category (Appendix B to F)
These documents will be verified by the Medical Board at the designated centre, and a PwBD Disability Certificate will be issued if the candidate is found functionally competent for the MBBS course.
Important Clarifications about PwBD NEET UG 2025 Counselling
- Only those who obtain the disability certificate from one of MCC’s designated centres will be allowed to apply for PwBD seats under All India Quota.
- The certificate is valid only for the 2025–26 academic session.
- PwBD candidates applying under the 85% state quota must obtain their certificate from a state disability board, but it must conform to NMC’s 2025 guidelines.
- Candidates with disabilities outside the core categories (such as Haemophilia, Thalassemia, and Sickle Cell disease) must submit the general self-certification form under the “Others” category.
- MCC has announced plans to increase the number of disability centres in the near future.
Functional Competency Assessment
Each candidate will be assessed on the essential skills required to complete the MBBS course successfully. These may include:
- Ability to communicate clearly
- Comprehension of medical terminology
- Motor function using assistive devices
- Hearing and speech functionality
- Vision (assessed with or without assistive aids)
The assessment ensures that the candidate, with or without support, can meet the academic and practical demands of medical education.

FAQs
Is it mandatory for PwBD candidates to appear at a designated disability certification centre?
Yes. All PwBD candidates applying under the 15% All India Quota must be examined and certified at one of the MCC-designated disability centres. Without this certificate, candidates will not be eligible for PwBD reservation during counselling.

Will the disability certificate issued by the designated centre be valid for future academic years?
No. The certificate issued is valid only for the current counselling year (2025–26). You will need a fresh assessment if applying in subsequent years.
What if my state-issued disability certificate says I am eligible—can I skip MCC’s centres?
Not for All India Quota. Only certificates from MCC-designated disability centres are valid for central counselling. For state quota (85%), states may accept their own disability boards, but the certification must still align with NMC 2025 guidelines.
