Introduction to All India Quota

The All India Quota refers to a system which reserves a percentage of seats in government medical and dental colleges across India for students from any state. It helps the students to study outside their home state by ensuring fair competition and providing equal chances through national-level entrance exams like NEET.

  • The All India Quota (AIQ) is a system where 15% of medical and dental seats in government medical colleges, AIIMS, JIPMER, AFMC, and other central institutions are reserved for students across India.
  • The AIQ scheme was introduced in 1986 under the directions of the Supreme Court for providing equal opportunities to the students from all states. 
  • The motive of it was to provide domicile-free, merit-based opportunities to students from any State to study in a medical college located in another State. 
  • The All India Quota seats have a separate counselling process, which was conducted by the MCC and is different from the state-level counselling for state quota seats.

Category-wise Reservation within AIQ:

Category-wise reservation within All India Quota AIQ means fair opportunities are provided to the students from different social groups in medical and dental colleges. It also covers reserved seats for SC, ST, OBC, EWS, and PwD categories

  • Scheduled Caste (SC): 15%.
  • Scheduled Tribe (ST): 7.5%.
  • Other Backward Classes (OBC – Non-Creamy Layer): 27%.
  • Economically Weaker Sections (EWS): 10%.
  • Persons with Disabilities (PwD): 5%

Documents Required

To avail an All India Quota seat under reservation categories in medical courses, the candidate needs to submit the following documents during counseling and admission.

  • NEET Admit Card
  • NEET Rank Card 
  • Class 10 Certificate 
  • Class 12 Mark Sheet and Passing Certificate
  • Valid Government ID Proof 
  • Passport-size photographs (as per instructions)
  • Provisional Allotment Letter from MCC 
  • Migration Certificate

NEET Counselling and Admission Process

NEET counseling is the process where students can select their preferred medical or dental college on the basis of their exam rank. After results, students are supposed to register online, choose colleges, and attend counseling sessions. Seats are allocated according to merit, preferences, and category, which is followed by document verification and fee payment for admission.

NEET counseling and admission covers various steps like:

MCC Counselling for AIQ (15%)

The MCC Counselling for AIQ (15%) refers to the All India Quota (AIQ) counselling conducted by the Medical Counselling Committee (MCC) for medical and dentll undergraduate seats (MBBS/BDS). The 15% AIQ seats are allotted for candidates from all over India (except in Jammu & Kashmir unless opted in), irrespective of their state of domicile.

 Government Medical and Dental Colleges

15% of MBBS/BDS seats in most government colleges across states are reserved for AIQ.

Central Government Institutions

Central government institutions are colleges or universities that are funded by the Government of India. They are supposed to follow national rules and offer high-quality education in fields like medicine, engineering, law, and more. Some of the examples are AIIMS, IITs, and NITs. These institutions have a motive to provide equal learning chances to all students.

Deemed Universities

Deemed university is a higher education institution in India that receives special status from the UGC for its high academic standards. These are privately managed and recognized by UGC and NMC.

  • 100% of seats in deemed universities are filled by All India Counseling by MCC.
  • Some of the examples are Manipal, SRM, DY Patil, KLE, etc.

Central Universities

A Central University is established by an Act of Parliament and is funded by the Central Government of India. It follows national education policies and offers diverse courses.

Following are the colleges are affiliated with central universities:

  • University of Delhi
  • Aligarh Muslim University 
  • Banaras Hindu University

State Quota Counselling (85%)

  • Conducted by the respective state authorities.
  • Follows state reservation policies.
Steps in the NEET Admission Process 2025

The NEET admission process starts with students taking the NEET exam. Based on scores, a merit list is made. Then, students join counseling to choose colleges. Seats are given in order of rank, choice, and category. Finally, selected students get admission after document check and fee payment.

Seat Matrix for Private Colleges

The seat matrix for private colleges tells us about the number of seats available in each course and category, like General, OBC, SC, ST, or Management quota. It also helps students to understand how many seats are offered in each college by guiding their choices during the NEET counseling process.

Private College Counselling Pathways:

  • State Quota Seats are 85% reserved for state candidates via state counseling.
  • Management Quota Seats are open to all India candidates by state counselling.

AIQ in Private Colleges
