Odisha Professional Educational Institutions Act,2007, the Odisha Joint Entrance Examination Committee was formed on the recommendation of the Policy Planning Body with due approval by the Government (Skill Development and Technical Education Department ) to hold Common Entrance Examinations and conduct counseling process for admission to various Undergraduate / Postgraduate Level Professional Courses in the State of Odisha. The Committee conducts the Joint Entrance Examination for Undergraduate courses such as B.Pharm, B.CAT, Lateral Entry to B.Tech, Lateral Entry to B.Pharm, and Postgraduate courses like MBA, MCA, M.Tech, M.Arch, M.Plan, M.Pharm, Integrated MBA and M.Sc. Computer Science in various Universities, Govt. Colleges and Self-Financed Institutes in the State.

Counseling procedure

How to take admission for State Quota?

After NEET 2024 results are released, the prospectus for the state quota admissions is published by the Odisha Joint Entrance Examination (OJEE). Its website is https://ojee.nic.in/couselling-for-mbbs_bds_courses/#forms and the online application for the registrations has to be filled there. In this counseling, the admissions are given by OJEE by conducting first, second, third, and spot rounds of counseling. 

The application fee is Rs.1000/- for all the categories. The documents have to be uploaded by the candidates while filling out the application then they will be verified by the OJEE. A merit list will be issued to the registered candidates on the portal for counseling by OJEE. After this, the candidates have to fill in the choices and lock them by the given timeframe. If not locked by the candidate then the choices will be unlocked. 

First Round of Counseling :

The first round of counseling is conducted in online mode. There is no security deposit to be deposited in the first round. After filling out the choices, the provisional merit list will be released and the seats will be allotted according to the candidate’s choices. If a seat has been allotted to the candidate in the first round of counseling then the online allotment letter will be issued after that. The candidate has to login and download it. 

After login, the candidates will be given the option to freeze or float the seat. If the candidate is satisfied with the allotment and does not want to upgrade the seat then they will have to choose the option of “freeze” After that they will not be considered for the upgrade in the next rounds. If the candidate wants to upgrade their seat then they have to choose the option of “float”  and participate in the second round. But it should be kept in mind that if the seats are allotted for the first choice, then they cannot choose the option of float for upgrade. 

If the seats are upgraded in the second round then the candidate will have to be admitted to the newly allotted college and their seat in the first round will be allotted to the other candidate. After giving the option of freeze or float, the CLC / SLC certificate (College leaving / School leaving certificate) will have to be uploaded online. After that, the candidate has to deposit the admission fee which can be deposited either by online mode or DD. After downloading the allotment letter all the admission formalities will have to be completed after going to the allotted college along with the allotment letter and original required documents and submitting the documents in the condition of being allotted a government medical college. In case of being admitted to a private college, the candidate has to report to the OJEE cell. 

The first round of counseling is an exit round. After the seat allotment in the first round, it is not necessary to join it; the candidate will be eligible for the second round of counseling and further all rounds of counseling. If the candidate wants to resign from the joined seat of the first round then they can resign at the time given by OJEE to resign, in this case, the balance amount will be refunded after the deduction of 10% from the tuition fee deposited. If any candidate does not get any seat allotted in the first round then they have to wait till the second round of counseling.

Second Round of Counseling :

The second round of counseling is conducted to fill the vacant seats after the first round of counseling. This round is also conducted in online mode. In this round, the seat of the first round can also be upgraded. The candidates who had filled in the option of float in the first round do not need to fill in the choices again, their choices filled in the first round will be considered. The candidates who had done new registration in the second round or who did not get any seat allotted in the first round will not get the seat in this round. It is necessary to fill the choice again. After seat allotment, the admission formalities are the same as in the first round.

If the candidate does not get any seat allotted in this round too then they have to wait till the next round of counseling. If the candidate has joined the seat in the second round of counseling of MCC then they cannot participate in the second round here.

Spot Round of Counseling :

This round of counseling is done to fill the vacant seats after the first and second rounds of counseling. This round is conducted in offline mode and the candidate has to present for the counseling with their original documents.

The list of eligible candidates will be issued by OJEE and admission will be given accordingly. The candidates who have joined the seats in the first and second rounds are not eligible for the spot round. All those candidates are eligible for spot round counseling who did not get any seats in the first and second rounds.
